LA jetpack guy flying high?

Video taken by Sling Pilot Academy Flight Instructor while flying at approx. 3,000’ near Palos Verdes south of Los Angeles. Catalina Island is in the background.

ABC World News Tonight had a good segment on this tonight but it isn't online yet. 

He's been seen twice at 3000 ft. Then a China Airlines pilot says he saw the jet pack man at 6000 ft.

There are few jetpacks in the world, and experts have said they are dubious the sightings are really of a man flying around the L.A. Basin. For one thing, the altitude reported by the pilots would be difficult to maintain with the fuel capacity of a jetpack.

Several suggested a more likely scenario: an electric drone — perhaps with a mannequin attached.

A man in Los Angeles is catching the eye of pilots because he’s apparently flying around near Los Angeles International Airport.

Isn't that an aircraft carrier in the video? If so, wouldn't that be some sort of clue?

To me it looks like he's standing on a platform with a backpack on his back.

If that's the case it looks suspiciously like the Zapata Flyboard Air:

Well, OK, but be prepared to fork-over $250,000+ (can go as high as $500,000 depending on type), 50-100 hours of specialized training, obtain an experimental aircraft license from the FAA, fly ONLY in jet pack authorized air space and altitudes (good luck finding many of those), and don't fly drunk.

Forget about flying to work, unless you work on an oil rig or ship and get a permit.

Use of this technology is currently heavily restricted due to its danger to both the pilot and people/property on the ground... not to mention aircraft.

UPDATE

Following the first jetpack incident last August, the Vault FOIA-ed the Federal Aviation Administration for details.

Published Wednesday and picked up by The War Zone, the documents show correspondence between FAA officials and air traffic officials, as they discuss the event in question.

One particular bit stands out: According to the papers, a pilot involved in the August incident told the FBI that the “jetpack man” looked identical to a dummy-carrying drone he’d seen on Youtube.

This one looks like it would be easy to crash......badly.  Face plant and digger comes to mind.
