    • Pence accepts contested Electoral College votes.
    • Pence rejects Electoral College votes from 7 contested states.

The Constitution, both in his duties as President of the Senate as well as his personal oath to uphold the legal purpose of the Constitution.

Democrats may hope that the VP (or whoever presides) is somehow forced to transmit votes he believes to be illegal...but he is not.  That's why he is given this role.  Otherwise, a mere clerk would be given the task.  The Dems may believe they have pulled a fast one, but they didn't.

Perhaps a better question to ask is: what document gives ANYONE ELSE the power to transmit any electoral votes the VP (or whoever presides) declines?

The only recourse are lawsuits, as far as I can tell.
