Mr Biden had signed an executive order hours earlier mandating face coverings on all federal property. I bet the cost of those wasted vaccines will not be paid by Pfizer, since they aren't even offering to pay for any vaccines, just charge for them. A lack of a national pandemic plan is what placed the USA as the worst hit country in the COVID pandemic. We have a new president who takes the national health and security emergency much more seriously than the last, and he encourages a much better, scientific and collective approach to stop the spread of COVID.
