I know, because I have been on the reviewing panel for budgetary defense spending. My current assignment places me inside National Security Council briefings and items like the development and accelerated recruiting for space based capabilities are discussed They haven't been developed, and they are currently working the numbers for budgetary purposes. I have also observed and guarded the upper limits of what can be used as experimental craft for militarized purposes. No x-wings or TIE fighters though.

Most importantly I can look up using a telescope and see that there's no fleet of craft going to and fro. If I can do this, I know there are at least hundreds of others who do as well, and they also have not observed Starfleet mon maneuvers.
