A belief doesn't just have to be for a positive, "I do believe", it is equally right in the use, "I don't believe".

I don’t think so.  I think you are thinking of the claim that there is no God, as some atheists do claim, as a belief.  In that sense, to say I don’t think God exists could be considered a belief, like its opposite.  But, believing and not believing are not the same things.  A person who believes God exists, will generally have some behaviors associated with that belief.  Maybe a believer will go to church, say prayers, get baptized, read the Bible, etc, and these behaviors are associated with believing.  “He must be a good Christian, he goes to church every Sunday and Wednesday evening, etc.”. 
 

A person who does not believe will generally not engage in those things because to them they are not meaningful.  So, that is the distinction I would offer.

Exactly.

This is what I have been saying through-out this whole thread, that certain beliefs, and non-beliefs, shall lead one in a particular direction.

And, that the belief that GOD doesn't exist, shall lead one in the opposite direction to one who does believe, although in truth, there is huge cross-over area for those who are nominal within each view.

I've just noticed this..

And I have a question.

Why exactly would one claim something, if they didn't believe it to be true?

You're attempting obfuscate with the use of contractions and a use of fonts to alter semantics.

What it actually say on the tin is:

An atheist does not believe in GOD
