Time and Light, the same thing?

Is time related to light? If something is far away and we see it as it was, does that make its light or its time giving a incorrect coordinate of its location? Or is it both light and time that are off? As you approach light speed you experience time dilation, how are the two related light and time?

They are not related.  You can have time in the absence of light.  

What you are thinking about relates to the speed of light.  So, yes, light travels billions of years in space and yes, when it finally reaches us, it shows where that bright object was billions of years ago.  It's somewhere else now, but the light from that move isn't instantly present everywhere in the universe.

If light is a wave that uses space as its medium, and that same medium creates time dilation, then the medium of space and light create time.. So if light creates time Then time must be an effect of the electron shell.

Space and time are indivisible.  Both Time and Space are more correctly called Spacetime.

I don't see a connection to Light.
