You can't block technology; it won't work anymore than building walls protects empires. There's always going to be a party, inside or outside the agreement that will do an end run around it, circumventing the restrictions. `It's as about as futile as the treaty of Versailles and the Washington Naval Treaty.

The US spent $18 billion last year on this research so I doubt if the US will sign any kind of ban on the research. Probably autonomous weapons are part of the strategy to counter a Chinese army which can field millions of soldiers.

Maybe and maybe not.  Ever see a videos of ants or bees  mobbing much larger predators?

Thus you counter with a mob of autonomous machines. They may ultimately be much cheaper than human soldiers. 
No doubt some will be fast moving maneuverable drones a couple of inches across that could be released in their thousands over enemy troops, attach to a person and explode. A swarm of cheap death to the enemy.

And when we have armies of autonomous machines patrolling our world will the drones also learn to evaluate insurance needs and do engineering? Will there be guitar playing drones and woodworking drones and gardening robots that are better than any human?

Probably. Maybe people will continue to be more innovative and have better artistic taste when it comes to making a chair, playing guitar or aesthetic presentation of gardens but machines will probably be able to do all of those things within 50 years nearly as competent as a person.

I will be a little sad if  MAT-1734G a retired mobile antitank gun replaces BB King as the best blues guitarist  of our era.  But hey, maybe he will have a nice gravelly, metallic voice as well as the  string skills. Probably have a name for his guitar too like "Depleted Uranium".    That is progress I guess.
