When: Now.
Who: At least Russia.
Why: We don't know. And that's where you wanted to railroad the discussion. My "speculation" has nothing to do with the "Why?" of it, because at present there is no substantial evidence to bother with it.

What is in Putin's head is most likely a deteriorating brain. He's obsessed with nukes, Cold War, West, enemies, he's going back to his youth in his head.

I have my own ideas on how to end this war so that all sides win. However, I am not in a position in government and no world leaders would be reading my post here, so I don't feel talking about it matters. It would involve a one-on-one meeting between Vladimir Putin and myself. As in, here in the U.S. Say, a fishing trip between Putin and myself... with vodka and weed. I know exactly what to say to him so that the war ends and Ukraine stays sovereign and Russia also wins in a sense without the spectre of war looming. I just don't see that happening, sadly. I have a creative plan, though, but it would have to be heard by Putin himself. I actually have experience talking and reasoning with mentally troubled and unreasonable people.

He's a war criminal who routinely orders murders and attacks countries for decades. A complete psychopath that gloats over deaths and damage. 

It's not a type of life-form that can be reasoned with.

People don't change...they can gain/lose weight, change their hair color, stop addictive behaviors.  But what they cannot do is change who they are...their very character.  Countries are a lot like people...as far as the ruling class goes. They don't change.  It's in their dna so to speak.

Russia hasn't ever played nice, has never played by the rules,  have always been liars and cheaters and murderers and thieves.  They didn't change when the Soviet Union collapsed...they just went back to rebuilding, working on their plans...and a large part of all their plans is deception.  So yeah, they are just doing what they have always done...they never gave a damn about anyone and they still don't.  All I ever needed to know about Russia, I learned by reading a book, in High School.

On a completely serious side, the one who removes Putin will be considered a hero. And I'm certain there are people ready for that. I guess they're waiting for the consequences of Putin's insanity to become more obvious in Russia, and for the oligarchs to realize there won't be way out of this, as long as the aggression is not stopped. And Putin won't stop, he's an offended narcissist, they dedicate their life to revenge against those who humiliated them.

Ukraine is claiming over 6,000 Russians killed.  NBC news is claiming unnamed government sources have told them 5,800 Russians killed.

Even if the actual number is half of the numbers making it out that is still extremely bad for Russia.  They only have about 200,000 soldiers and no indication seen yet of Russia moving in replacements or reinforcements.  In general when 10% of a fighting force is lost it is not really combat effective anymore and Russia is getting to about a third of that with no objectives taken yet.

Sumy

There isnt really anything being sent that Russia probably hasnt acquired already or can do much with the information.

Stingers and javelins have been in use for a good while with both missiles and launchers already being lost/captured by opposing forces or sold on the blackmarket.

Nlaw missiles are newer, not sure if they have been used much before this invasion but if Russia acquires them there isnt much they can do with them.  There isnt really anything Russia could learn about how to counter them from acquiring a few.  The launch tube fires a laser at a target to get distance and movement information, programs that information into the rocket, fires the rocket and the rocket goes where using the range, speed, and direction of the target where it expects it to be.  Not really any way to jam that.

Even reverse engineering isnt really an issue as in general Russia wont be able to produce them anyway.  All of these weapons depend on specialized computer chips and Russia struggles massively in producing it's own computer chips.  They can reverse engineer them, they can even build prototypes, but they wouldn't be able to mass produce them with them holding anywhere near the quality or reliability of the original.  The computer chip issue is why Russia has a very small stockpile of precision munitions which they seem to be using up completely on Ukraine.

I mostly sit at home, during the day I go to the pump room for water, an air siren often sounds, but there are no attacks, someone hides in a shelter (those who live on higher floors), others sit at home. At 6 pm there is no one on the street, all the shops are closed . 15 km from the city, a shell fell next to a communications radar but did not hit anyone. My city is intermediate for the enemy, it will be worse if there is a shootout, but as long as the bridges are blown up, so the enemy will not come to me quickly.

Bayraktars blow up the enemy at night, thanks to them and Erdogan for selling them to us.
