Yes, in the realm of conjecture, speculation and supposition, we could posit anything to be anything our mind spins up.

It's a fun game, but it's merit is always a bit lacking in substance.

The government has already convinced people birds are real when they're just drones. This could be true.

Aliens could also disguise a drone as Nick Pope.  and use it to deflect attention from the fact that their real spy drones are disguised as cats ;)   Or, possibly, house plants.  This make much more sense ......

To be honest, Nick Pope was only a paid 'UFOlogist' at the MoD for three years - a bit like Stanton Friedman, who was a UFOlogist for far longer than an actual physicist.
