Cozy up to the leadership of the country that has the resource you crave. Ply them with cash, support in exchange for free reign to rape and pillage said resource(s). If leadership won't play ball, then find their opposition and begin to bolster their rise to power. Once in a position of control alongside the leadership. Ignore the indigenous complaints. When the indigenous try to use their own system to gain traction, the cozy leadership stonewalls them and the profits keep rolling in...
