I found very convincing pics of African looking people in Wuthenau's book about Pre-Columbian terracottas.

 

But, btw., you can find South American tribes practising the same kind of lip mutilation.

Of course, but it's the only picture I could find with a similar appearance. There are tribes in the Amazon that use lip disks but are even more bizarre in appearance.

It is apparently catalogued as a "Ceramic Effigy Head of a Monkey or other mythological creature 600-900CE".

"This puzzling effigy head has been identified as a monkey but may represent a combination of different animal features. It may have served as a helmet for another figure. Detachable helmets for warrior figures from Veracruz often depict a wide range of fantastic, grotesque creatures." - Walters Art Museum Photographed at the Walters Art Museum, Baltimore, Maryland."

This is a sculpture of a mythological being, Docy.

It is not supposed to be representing a human being.

On her flickr page provides an album of 445 photographs titled: Walters Art Museum Exhibits at the Walters Art Museum, Baltimore Maryland which most pictures include the quote from the museum place card. For example:

While not shown in their online catalogue, they do have several other pieces from the Veracruz Late Classic Period.
