It’s a little more complicated than a concrete highway. You need clearance on either side, a very flat camber on the road. You need support services to refuel, rearm and change pilots. Saying a fighter can land on a highway works but to what purpose?

You're just overly complicating things for no reason except to argue in desperation and sheer frustration. He didn't claim they could take off or land from any or every highway, just that they weren't necessarily restricted to high maintenance, high cost runways. It's that simple.
