Those aren't UFO's, they're the ghosts of all the people who've been murdered in Baltimore playing ring-a-rosy in the sky.

California, Florida, New York, ya the most populous states. makes sense.

And Maryland makes sense too! Because that's where the President of the US of A lives and the Aliens want to keep a close eye on him.

Maryland, home of Joint Base Andrews and the Naval Surface Warfare Center just to name a few military bases in the region. Bases and activities that house various aerial platforms, manned and unmanned.
