The Government can't even hide Sports Rorts from its own auditor. But, the RAAF is going to say "No, we don't need any extra money to spend on something that has never produced anything and would not be tied to any KPIS."

Maybe it's suspicious to not be seeking extra funds. Maybe it's reasonable not wanting manage unnecessary assets.

That was because Scotty from Marketing was a maroon. We’re talking bout actually competent civil servants and people trained in misdirection rather than a smug pillock and his cohort of poltroons.

Maurie Scottnomates is neither a Queenslander or a descendant of escaped African convicts.

Competent career minded  servants won't want to spend time in a role where you will not be able collect achievements for their resume.

This is where the careers of officers, both public and military, die.

This is just one of the schoolyard legends that perpetually spreads seemingly across the entire country.  A cohort of school students are not the mythical trained observers typically exalted by true believers.  Were talking about the gullible and inexperienced still developing critical tbinking skills.

BTW, a person making a big thing out of '25' being some magically accurate and applicable lower limit number for statistical analysis, and then hilariously applying it to a largely subjective count of events....  Well, let's just say they might want to find a different hobby.  Science is not for them.

 

I am reminded, sadly, of a similar statistical analysis (I may link to it in the SETI or Skyeagle threads soon...).  It was produced by someone using statistics and bell-curves to claim he had worked out an average velocity. 🤮  Unsurprisingly it was completely invalid, and to top it off, there were only a tiny number of data points which were a. witness estimations, and b. not provided.  Seriously, if you are not properly trained and have no idea how to analyse stuff and when statistics are applicable .. you need to step away from the workbench, and take off your white coat (or exchange it for a different style).

I suppose you could generate a bell curve from vector sums.  But, we're talking about completely different quantities.
