Five out of nine Israeli universities have improved in this year’s rankings, while the Hebrew University of Jerusalem (HU) has come out ahead of the Weizmann Institute of Science in Rehovot. All OSU sports teams were confined to dorms for the following year. They could go out to go to class, or to a sporting event, but otherwise, couldn't even leave for a date. There was no further trouble. So the prospect of losing their scholarships wasn't enough to deter them. This was a good way to handle the problem. You don't want to wreck a kid's life for some stupid indiscression. But you don't want them to do it again, either. A year's house arrest did the trick. The courts stayed out of it. This greases the skids for students from those countries to get admitted, even if they don't qualify. It is also a way to bribe public officials. When they can't directly pay the Congressman they're trying to bribe, they donate to his Alma Mater. University of Arkansas, for example. Doug When one breaks the law, one takes one's chances. The letter of the law is all that matters to some Judges and Juries. But there are other ways that don't ruin lives and actually resolve the problems. My favorite story is that of a farmer I know: Four local kids broke the windows out of an old house he owns. They got caught. But rather than prosecuting, he arranged with the court to have them pay for the damage and repairs and then dig a trench for a 200-yard water line across a county road. Hard-packed gravel road is like trying to dig through rock. They had the four kids, a social worker, the farmer and an "armed" guard out every day for several weeks while the kids did the work. The farmer's wife brought sandwiches and drinks out for everybody. One kid is now a social worker, another operates God's Garage, another is studying law and the fourth is a baker. Minors are dealt with more leniently if the offense is small. They are far too weak physically and mentally to handle any kind of "restorative justice" you have in mind... Just you bringing up such an idea in the middle of a crowd of them would get you sucker punched in the back of the head and dragged through the streets.
