Mr Biden is speaking in Washington at the end of NATO's three-day summit in the US capital. "Ladies and gentlemen, President Putin," Mr Biden said, referring to Mr Zelenskyy before correcting himself. "President Putin? I'm going to beat President Putin, President Zelenskyy. I am so focused on beating Putin," Mr Biden said while correcting himself. "I am better," joked Mr Zelenskyy in reply. There are different cognitive issues. He might seem sharper, but did you read the transcript from his Tuesday speech? The only thing I can compare his decline to is President Ronald Reagan during his second term.
