It is China waging an Opium War against the United Kingdom which is behind this:

Blame the Chinese Communist Party

Communism is just another century of humiliation for China it seems.  Now they are proven to be total hypocrites, for example.  Perhaps the UK needs to reconsider its whole negative stance on its colonial history?  Most of the nations formerly under British control are now administered far worse than they were under the British Empire, for example.  China is an excellent example of this point.

Because colonial control destroys existing infrastructures, cultures and the Chinese are still p***ed about the Opium Wars.

The article says the drug is being cut with this new drug. When opium is exported / Smuggled into a country it is pure not cut. I believe the opium is coming in from South America, because very high percentage of the heroin is coming out of Mexico and it’s being produced by the drug cartels.
