It strikes me as the fairly often reported phenomena of a dead person repeating and repeating his familiar routine even after death. Spirit guides will likely soon tell him to "Get an Afterlife!'. And the phenomena will stop as mysteriously as it began.

Looking at the pictures the first thing I thought was someone had stood in paint. That also could explain why the footprints don't wash away with water.

But it seems they wash away and reappear,

Lacquer. That's why they disappear when wet and there are lacquer trees in that area.

Have they tried blue dawn?  Gasoline can be very effective as well.
