This gets hard to prove. Anyway, the old resident's statement as well as the fact that new residents are known to stir up paranormal activity, I give the chance of it actually happening in this case to be probably above 50%. This is Social Housing, so it is housing provided by the local government, also known as council housing in the the U.K. This is important because there is a huge housing shortage in the U.K. affordable housing is very very difficult to find, and if you are on the waiting list for a council house, you have to take the first thing you get or risk going to the back of the queue.
