River in Spain turns a bright shade of green

Residents were left perplexed this week when the waters of Spain's Valira River turned a strange color.
The river, which flows down the Pyrennes Mountains and empties in to the Segre River near Seu d'Urgell, looked like it had been subjected to a toxic spill, prompting concern from locals.
As it turns out however, the disconcerting green coloration of the water was actually the result of a special dye that had been deliberately added to the river as part of an investigation at a nearby water bottling plant.


According to Albert Batalla, the mayor of Seu d'Urgell, the dye was "entirely harmless, non-toxic and biodegradable." Andorra's Ministry of Health also stepped in to reassure those living nearby by stating that the dye was "safe for both people and the environment."

I really don't understand dying a river.   as long as it isn't toxic and does not kill any plants or animals.

If the healt ministry says so, that's surely true.   If it was deliberate and planned, did they inform people before or after releasing the dye?

Tracer dyes are usually considered GRAS.  The dyes also usually fluoresce under a UV light.  The dye used might of been fluorescein. It's a highly fluorescent yellow dye that appears green in solution.  This is the same eye that's in the drops an eye doctor uses to check your eye pressure.

They better watch out, it looks like that river was contaminated with Dihydrogen monoxide!
