Underpants mystery baffles French village

Someone has been hanging underpants out across a village square in France and nobody seems to know why.
The peculiar enigma, which began two weeks ago, has left villagers in Poligny scratching their heads.
On several occasions, residents have awoken to find washing lines filled with various types of undergarments stretched out across the market square or tied to a famous local statue.
Nobody has ever been seen putting up the pants, nor has anyone claimed responsibility for doing it.
Some have speculated that the peculiar stunt is intended as a way to protest the opening of a new Center Parks in a nearby forest, however it's hard to see how the two can be related.
"Nobody has claimed responsibility but everyone has an opinion on the matter," the municipality has stated. "Some residents must know but they're not saying anything!"
"We're the talk of the country now, even if the talk is a bit pants!"
