Carl Sagan was quoting David Hume (18th C. Scottish philosopher) not Sir Isaac Newton. If Hume's rule had been used in the 17th C., there would be no modern science, and we would still be burning heretics. It is most emphatically not part of scientific method, as invented by Galileo, Kepler and Newton. In their day, their ideas were the "extraordinary claims" but there are no "extraordinary proofs." There is nothing better than scientific method, the method of relying on reproducible experience, and ruling out the alternatives. Carl Sagan was a fool. ~~~Cebrakon
