The figure does seem to consist of the lower part of a doll or something- you can see where the legs attach and bend at the hip.

we use to call this touching the paper before the developer dried, it usually happened near the edge of the picture, course that is old school stuff.

A common color associated with spiritual activity. The face seems to resemble that on the infamous alien grey. Most likely a photographic developing error. Of course, it could easily have been added while they were editing out their faces. I don't believe this picture is of a ghost/alien.
