This isn't actually a real tornado (resulting from weather phenomenon) but a fire induced 'tornado.' The technical term for this phenomenon is a 'fire whirl.' It is caused by the ascending hot air and gases from a fire itself. Some of these fire whirls can be as intense as a small tornado and have a diameter of one foot to 500 feet (credit http://www.pbs.org for the information)

The guy standing there is obviously a firefighter, and they typically have nomex hoods (which is a fire retardant material)I am sure if he is like anyone I know he would be ready to jump in!(I am an ex-EMT-P and firefighter)

I have actuly seen one of these in Eastern Washington near Yakimah. They are called "Fire Whirls", the one I saw was in the middle of a rather large brush fire (id say the fire was atleast 5-10 acers) on the side of the highway. The fire whirl I saw was no taller then a few telephone poles probaly 60 to 80 feet tall and about 5-10 foot diameter, cant get to accurate I was about 1/4 a mile away.
