Uploader comment: The arrow is pointing at what appears to be like a little fire man or something with his head turned sideways...Also what people are calling orbs or dust in this picture....What ever it is they appear to be moving in different directions...

That "fire man" looks like a wig or doll hair. Maybe that young girl is holding a doll or has one in her pocket. In regard to the dust, there's nothing surprising or unusual about the particles moving in different directions. Only a gust of wind would make them move in sync, and then only for a moment.

This girl is bent over with her hands together between her legs...she is not holding anything...The "Fire man" seems to be floating in air..

It could still easily be something hanging out of her pocket, or even behind her. Most, if not all, of the fiery appearance is due to motion blur, which you can see throughout the photo. There is something normal that is physically there. There's absolutely no reason to even consider the possibility of it being something supernatural just because you can't make out enough of it to easily identify it.

I helped take care of these uniforms...her jacket is waist length and has no real pockets in it...someone else pointed out another face on the other side of the girl I never seen before...the face if you blow the picture up is around her elbow...I'm just trying to point things out in the picture that people would not know unless they ask...

That 'fireman' is a reflection of the light over her shoulder, it relects on the ground or on the car. Might also be somekind of sign or stiker on the car bumper. The 'orbs' are some kind of flakes or Confettis.
