The extremely bright wall lights show that it was a slow shutter speed on the camera and the ghost is some guy acting like reaching for something. Presto, you got a blurred image of some guy.

This was an actual ghosthunt the parapsychologiest felt the temp drop then took a shot of the stairs .Its a famous pic and it has been tested and is said to be genuine
