Uploader comment: Dear All, I found this in a local antiques shop and i think it is original because i did not know what it does or what is it used for. from the first look it may be a stone or wall carving tool or even the round cap can be holding something inside. please give me your ideas about what would this be and also help me translate the hyros on that.

Looks like a Dreidel, a top that is usually played by children during Hanukkah.
