Armless man refused visa

An armless artist was refused entry in to the UK because he wasn't able to provide fingerprints.
Karipbek Kuyukov had planned on attending an anti-nuclear conference in Edinburgh but was unable to do so when he received a letter from the British Consulate in Istanbul telling him that his biometrics were of "poor quality". The UK Home Office has since denied that his visa was declined and explained that it was likely to have been a "miscommunication".
Kuyukov was born in the former Soviet Union in the region of Semipalatinsk, a nuclear testing ground. He learned how to paint by holding the brush between his toes and has spent the last 20 years campaigning for nuclear disarmament.
A Kazakh artist who was born without arms says he could not get permission to enter the UK last month because he could not give fingerprints.
