Has Russia been attempting to build a space-based nuclear weapon ?

Reports have been circulating this week concerning rumors of a Russian space-based nuclear weapons system.
Eyebrows were raised earlier this week when Representative Mike Turner, Republican chair of the US House of Representatives Intelligence Committee, spoke about a mysterious 'national security threat' and called on President Joe Biden to declassify pertinent information relating to it.
More specifically, he called it an "urgent matter with regard to a destabilizing foreign military capability."
It wasn't long before rumors of a Russian space-based nuclear weapon began circulating.
As things stand, however, confirmed details remain thin on the ground.
What we do know is that while the rumors seem to concern some form of space-based Russian weapon, it isn't necessarily clear that it is nuclear in nature.
It also seems that the weapon is intended more as a way to destroy or disable NATO satellites (something that would prove highly disruptive) rather than to attack surface targets from orbit.
White House officials have suggested that the matter is "serious" but it has also been emphasized that the general public should not be overly alarmed.
Russia has since moved to play down the rumors, describing them as a "malicious fabrication".
"It is obvious that the White House is trying, by hook or by crook, to encourage Congress to vote on a bill to allocate money, this is obvious," said spokesman Dmitry Peskov.
