Wisconsin recycling facility adds decimal point to its road speed limit

A facility north of Milwaukee has taken the unusual decision to make its speed limit so precise that it has a decimal point.
Sticking to a very low speed when driving can be challenging, especially for speeds beneath 20mph, but one facility recently took things to a whole other level by not only setting the speed limit very low, but also sticking a decimal point on it as well.

The Outagamie County Recycling and Solid Waste facility in Appleton revealed on Monday that the speed limit at its facility would now be 17.3mph.

At a glance, the idea of enforcing such an arbitrary limit might seem ridiculous, but it turns out that there is method to the madness.

"Why 17.3?" the firm wrote on Facebook. "Because it makes you pause."
"It makes you look twice. And most importantly, it breaks that "autopilot" feeling we can all fall into when driving familiar routes."

"At Outagamie County Recycling and Solid Waste, we have haulers, contractors, and residents moving through our site every day. With so much activity, staying alert is key to keeping everyone safe."

It's certainly an interesting idea, though the jury is still out on whether this peculiar new speed limit will actually make any difference.

Up here, the always busy traffic court judges and the local police have an understanding that except for unusual circumstances (the cop needed probable cause to stop the car), a speeding ticket is reserved for violations of at least 10 mph (16 kph for our Canadian visitors). In response, many cities and towns drop some of their speed limits by 5 mph (8 kph), for example, in a residential neighborhood where 30 or less is desired, they post 25 instead of 30. This is just a private road having some fun, but in case anyone is curious, speed limits in the USA must be in multiples of 5 mph to be enforceable on public roads.  MUTCD (2009) Section 2B.13: The Speed Limit (R2-1) sign (see Figure 2B-3) shall display the limit established by law, ordinance, regulation, or as adopted by the authorized agency based on the engineering study. The speed limits displayed shall be in multiples of 5 mph.
