Man develops creepy robot

Japanese robot inventor Hiroshi Ishiguro has developed a particularly creepy robot called the Telenoid R1.
Intended to be used as a communications device the R1 is distinctly odd in appearance.

Its pale torso is about the size of a small child, it has no legs and just stumps for arms. For a man who has made his life's work coming up with increasingly creepy robots, Hiroshi Ishiguro has really outdone himself this time.

Isn't this is just the prototype? Slap on arms and legs and it'll look fine.

Dunno about spooky but sure is an ugly, ugly robot that looks like it survived an unsuccessful attempt to defuse a bomb.

Why does it have to have stumps for arms, and why do they have to move? I think the movement was the creepiest part. It just looks like something from a weird side show.
