Rare minerals locked up under the sea

Vast quantities of rare minerals have been discovered beneath the sea, but how do we get to them ?
Scientists at the University of Tokyo have announced the discovery of large amounts of rare minerals that are used in the construction of electronics, at the moment China is the world's biggest exporter of such materials. The trouble is however that these finds are incredibly difficult to get to, in fact the cost of mining them from under the sea floor is so great that they won't be economically feasible to obtain for potentially decades to come.
Scientists at the University of Tokyo announced that they discovered vast deposits of rare-earth materials under the ocean floor. But how close are we to the real possibility of mining these materials?
